House Passes Internet Wagering Bill

WASHINGTON, D.C. (June 10, 2003) -- The House passed the Unlawful Internet Gambling Funding Prohibition Act (H.R. 2143) Tuesday with the racing provision intact. The final vote on passage was 319 to 104.

The bill includes the important provision supported by the racing industry that excludes from the definition of a “bet or wager” “any transaction with a business licensed or authorized by a state.” This provision is a Congressional expression of the important distinction the bill makes between domestic, lawful, state-regulated and authorized wagering and illegal, off-shore Internet wagering.

The Sensenbrenner/Cannon/Conyers amendment to delete this provision from the bill failed 186 to 237.

This is a significant step in the legislative process. Thanks very much to all of you who contacted your Members of Congress about the importance of this provision and this bill to the racing and breeding industry.
